I do take issue with the claim that dams really reduce the amount of water downstream, at least in the long run. The hydrosphere may take some time to adapt but dams increase infiltration. Look to the permaculturists who make strategic flow restrictions and see new springs emerge in following years downstream as an example.

It’s a feedback. We get the amount of warming we do because those feedbacks amplify the effect of releasing additional CO2
