The president can declare what happen in Gaza a genocide without congress approval and ban arms because of it. All presidents have full control on Israel and decide not to use it. If trump was able two have two half baked cease fire where number of murdered Palestinians and destruction was significantly reduces, Biden could have and Harris could have promise real pressure on Israel to accept it.
