Except urban areas are much more susceptible to contagious diseases, and tend to run blue. This seems to be a calculated attempt to cull urban blue voters.

Gotta look at it like CEOs treat companies, one quarter at a time. A life is potentially more money over the course of decades, saving money not subsidizing vaccinating kids is immediate savings.
