Windows 11 exists for the sole purpose of requiring tpm 2.0 in order to boost new PC sales. 10+ year old hardware worked perfectly fine running win 10 and PC manufacturers were steadily losing sales as there was little or no need for organizations to replace what they had. The majority of desktop users are within organizations with people who administer all of the PCs. They use Windows server to do this, which is actually mind boggling, but they do it somehow. It would be easier to do it with Linux, but most admins are stuck with what tools that already have.

I think it’s something they do or have done around the holidays when it’s very busy. They might be hiring off duty cops and having them wear their uniform.
I’ve definitely seen actual cops standing at the front of the store. They’re also there every day and park their cars up front in the fire lane.
