Here’s the actual definition, which doesn’t fit modern Russia at all, but does fit neatly onto the US and most of the EU.

Bill Clinton absolutely bears a huge amount of responsibility for Trump. Because everything pointed out in the annotated version in the replies to this is immediately obvious, and because you can see the burned out bus with dead soldiers’ bodies hanging from it, which supports the Chinese narrative that soldiers were burned alive and makes the US/British narrative that the soldiers launched an unprovoked attack on a peaceful protest seem silly.
